App Stores & Meta’s Porn: An Uncomfortable Affair
Our investigation reveals Meta continues approving porn ads on mobile apps, in violation of Apple App Store and Google Play policies.
Project overview

Expanding on our prior analyses of problematic advertisement on Meta, we question in this report whether Facebook & Instagram violate App Stores' Terms of Service by showing users pornographic ads.
We present evidence that:
- Meta distributes ads illustrated with pornographic visuals on Facebook and Instagram, including mobile applications;
- Such pornographic content is prohibited by both App Store and Google Play policies;
- Meta has been notified, per our previous report, that their moderation systems approved sexually explicit ads;
- Meta has acknowledged such explicit content violates their policies;
- Meta has the technical capability to automatically identify these visuals as sexually explicit;
- Apple’s App Store has explicitly confirmed, pursuant to our notice, that such content violates their policies;
As such, we consider that the enforcement of Meta's policies as well as those of App Store and Google Play could warrant scrutiny under the Digital Services Act.
